2026 California Proposition Voter Guide

What are Propositions?

An umbrella term covering any laws or funding ideas voted on by the entire state of California. There are 14 of them on California’s November 3rd, 2026 ballot.

Proposition 1

A $11.25 billion bond for affordable housing programs.

Proposition 2

Would raise the Rainy Day Fund cap from 10% to 20%.

Proposition 3

Raises income tax on higher earners to fund education and healthcare.

Proposition 4

Would allow political campaigns to be publicly funded.

Proposition 5

Would delay the replacement of recalled officials.

Proposition 37

Would authorize $25 million in bonds to be sold to fund low-cost mortgages.

Proposition 38

Would authorize $8.4 billion in bonds for immunology research.

Proposition 39

Would require voters to present ID when voting.

Proposition 40

A one-time 5% tax on state billionaires to fund health care.

Proposition 41

Would require audits on new tax programs, like Prop 40.

Proposition 42

Would ban any state tax of the ownership of personal assets.

Proposition 43

Would raise the vote threshold for special tax measures to two-thirds.

Proposition 44

Would require nonprofit health clinics to spend at least 90% on patient care.

Proposition 45

Would speed up environmental review for housing and transportation projects.
